Teaching and Learning Council explores implementation lessons and emerging policy considerations
The Educate Texas Teaching and Learning Council convened this month to begin shaping the organization’s policy and advocacy priorities for the 90th Texas Legislature. Bringing together leaders from K-12 education, higher education, state agencies, philanthropy, and nonprofit organizations, the meeting focused on emerging issues in teaching and learning, lessons from recent legislative investments, and opportunities to improve outcomes for Texas students.
The council brings together leaders from across the education ecosystem to examine emerging issues, share what they are seeing in the field, and strengthen the ideas that shape public education in Texas. By convening people who approach these challenges from different perspectives, Educate Texas helps ensure policy is informed by those closest to the work.
Reflecting on the 89th Texas Legislative Session, members examined early implementation of major investments in teacher preparation and the educator workforce. Representatives from the Texas Education Agency shared updates on the state’s Prep Allotment, including early participation data and feedback from districts and educator preparation programs.
Discussion focused on what it will take to turn those investments into lasting improvements for Texas schools. Members emphasized that strengthening the educator pipeline requires coordinated action across school systems, educator preparation programs, higher education and state agencies. A council member noted, “the effectiveness of this strategy hinges upon cross-institutional collaboration.”
Members also stepped back to consider the issues having the greatest impact on teaching and learning today, from educator preparation and artificial intelligence to school finance, student success and cross-agency coordination. Rather than viewing those challenges in isolation, the discussion explored how they intersect and where thoughtful policy could make the greatest difference for Texas students.
Working in small groups, participants tested those ideas against what they are seeing in schools and communities across Texas. The goal wasn’t to develop final legislative priorities, but to identify emerging opportunities, implementation challenges and questions that deserve deeper exploration as Educate Texas shapes its policy and advocacy priorities for the 90th Legislature.
The Teaching and Learning Council reflects Educate Texas’ approach to policy and advocacy: bringing together leaders from across the education ecosystem to test ideas, challenge assumptions and ground policy conversations in what’s happening across Texas classrooms and communities.
Council Chair Dr. Art Cavasos reflected on the value of that work in his closing remarks.
